[Bug 1972255] Re: do-release-upgrade fails to upgrade 20.04 -> 22.04 when run from chroot

I just tried this locally, and I believe it is a duplicate of bug
1965568. After the failure, I checked /var/log/dist-upgrade/main.log and
saw this:

  When running do-release-upgrade in 20.04 chroot it fails without any
  error/reason returning back to shell:
