I don't need this for Kinetic.

I only noticed this package because its autopkgtests regressed. But
that's not currently blocking anything any more.

Bug description:
  Please merge swtpm from Debian. It looks like swtpm was independently
  packaged in Debian and in Ubuntu around the same time.

  Work is needed to reconcile the differences.
