As the Ubuntu and Debian SWTPM packaging have no shared history, and
there isn't any particular reason driving this for Kinetic, I suggest we
defer a merge until LL.

The tests are weird though.  They jumped from taking ~10 minutes to
hitting timeout at almost 3 hours.

I suggest we leave this bug as is - the merge request is valid - and if
swtpm continues to block other packages we sort out why things are
taking too long.

  Please merge swtpm from Debian. It looks like swtpm was independently
  packaged in Debian and in Ubuntu around the same time.

  Work is needed to reconcile the differences.
