[Bug 2016902] [NEW] [oem] No desktop shortcut for "Prepare for shipping to end users" on 23.04 Legacy

Public bug reported:

While doing the OEM ISO test, I noticed that the "Prepare for shipping
to end users" shortcut was not on the desktop. It is still present in
the Applications list in the Activities Overview.

This is a regression compared to Ubuntu 22.10, where the file is named
/home/oem/Desktop/oem-config-prepare-gtk.desktop
