My understanding is that OEMs exclusively use the LTS versions of
Ubuntu.

We are also hoping to no longer need to provide the Legacy Ubuntu
Desktop installer for 24.04 LTS.

Status in ubiquity package in Ubuntu:

Bug description:
  While doing the OEM ISO test, I noticed that the "Prepare for shipping
  to end users" shortcut was not on the desktop. It is still present in
  the Applications list in the Activities Overview.

  This is a regression compared to Ubuntu 22.10, where the file is named
  /home/oem/Desktop/oem-config-prepare-gtk.desktop
