[Bug 2017583] [NEW] Please let the user select the keyboard layout before starting the live session

Public bug reported:

When booting from ubuntu-23.04-desktop-amd64.iso, the installer ask for
the language and then let the user start the installation or start the
live session. Please let the user select the keyboard layout before,
because otherwise the live session has (probably) the wrong keyboard
layout.
