As I understand it, this order is intentional so that the chosen
language is used for all other steps.  Adding u-d-i for discussion.

Bug description:
  When booting from ubuntu-23.04-desktop-amd64.iso, the installer ask
  for the language and then let the user start the installation or start
  the live session. Please let the user select the keyboard layout
  before, because otherwise the live session has (probably) the wrong
  keyboard layout.
