We have made the decision not to ship luks2 support in our signed grub
images.

Bug description:
  My understanding is that GRUB 2.12~rc1 in Ubuntu 23.10 should support
  Argon2 for LUKS2, but it doesn't for some reason. Maybe needs to be
  enabled during compilation?
