[Bug 2003938] [NEW] Please update Doxygen to v1.9.4 (sync with Debian)

Public bug reported:

Ubuntu (devel) still has the v1.9.1 version of Doxygen.

Debian (unstable) has the v1.9.4 version which contains fixes, e.g. one
to support reproducible builds:
https://github.com/doxygen/doxygen/issues/8396 (from v1.9.3)

The latest version from upstream is the v1.9.6.

The v1.9.4 is in Ubuntu Devel Proposed but probably stuck there because
there were specific Ubuntu patches in the v1.9.1. Maybe they are no
longer needed?
