As you mention the new version is synced from Debian, so the Ubuntu
delta is gone. Before transitioning from -proposed to -release packages
run all autopkgtests for the package in question as well as reverse-
dependencies to ensure everything is still working as expected. If you
take a look at https://people.canonical.com/~ubuntu-archive/proposed-
migration/lunar/update_excuses.html#doxygen you can see doxygen is
currently waiting for test results (and possibly newer version of llvm).
Once these tests are run, assuming they are green, the package will
likely migrate to -release.

Ubuntu (devel) still has the v1.9.1 version of Doxygen.
Debian (unstable) has the v1.9.4 version which contains fixes, e.g.
one to support reproducible builds:
https://github.com/doxygen/doxygen/issues/8396 (from v1.9.3)
The latest version from upstream is the v1.9.6.
The v1.9.4 is in Ubuntu Devel Proposed but probably stuck there
because there were specific Ubuntu patches in the v1.9.1. Maybe they
are no longer needed?
