[Bug 2025680] [NEW] Ubiquity removes packages not in removal manifest

Public bug reported:
In 22.04, Ubiquity will remove packages defined outside of the
filesystem.manifest-remove, specifically adcli and sssd.

The installer otherwise respects the desktop and removal manifests. I am
not configuring an AD user at install time.
If this is expected behavior, I would appreciate any guidance on how to
modify it.
