I've reviewed the referenced commit and can't see anything that would
explain a regression in the behavior of the legacy ISO.

Bug description:
  Ubuntu Budgie's mantic legacy ISO is not installing its default meta
  package ubuntu-budgie-desktop.

  The new ISO with the snap installer is correctly installing its meta
  package.

  This is a regression from lunar - its probably something with the
  recent ubuntu budgie livecd-rootfs changes?
