Attempted to reproduce using the same installation procedures:

Using Ubuntu Desktop Legacy 20231002 image, uses ubiquity installer:

Selected :Automatically Log Me In
Result: Was Automatically Logged In
Verdict: Could not reproduce.

Using Edubuntu 20231002 image, uses ubiquity installer:
(GNOME desktop, so identical configuration)

Selected :Automatically Log Me In
Result: Was Automatically Logged In
Verdict: Could not reproduce.

Using Ubuntu Desktop 20231002 image (ubuntu-desktop-installer frontend
to subiquity)

Unchecked "Require password to log-in"
Result: Was Automatically Logged In
Verdict: Could not reproduce

Based on all of these tests, I was unable to reproduce in any of these
situations in ubuiquty using the prescribed method. Therefore, I believe
there is no actual bug in ubiquity in this regard.

  Incomplete

Bug description:
  Specifying "Not requiring password" during installation of Ubuntu
  Desktop Daily 23.10 build, the user is required to login with
  password. The installation process is completing without adding the
  following two modified lines in section 'daemon' to
  /etc/gdm3/custom.conf

  [daemon]

  Automatic:oginEnable=True 
  AutomaticLogin=MyUserid  

  This was performed by navigating to Settings >> Users >>  targeted
  User >> Unlock >> Automatic Login(Toggle on).
