I retested this scenario with the GA version of Ubuntu 23.10 desktop.
The issue seems to have been corrected on that level of code. Please
close this issue.

Title:
  ubiquity autologin ubuntu desktop daily build 23.10 ignored during
  installation

Status in ubiquity package in Ubuntu:
  Incomplete

Bug description:
  Specifying "Not requiring password" during installation of Ubuntu
  Desktop Daily 23.10 build, the user is required to login with
  password. The installation process is completing without adding the
  following two modified lines in section 'daemon' to
  /etc/gdm3/custom.conf

  [daemon]

  Automatic:oginEnable=True 
  AutomaticLogin=MyUserid  

  This was performed by navigating to Settings >> Users >>  targeted
  User >> Unlock >> Automatic Login(Toggle on).
