Thanks for reporting.

This issue might be intentional. From what I remember, the upgrade path
from LTS to LTS is not opened before the first point release. In this
case that would be when 24.04.1 is avbailable. See for instance
https://ubuntu.com/tutorials/upgrading-ubuntu-desktop#1-before-you-start
which admittedly talk about the previous versions.

I've tried to find an official source outlining the upgrade path, but
someone else might be able to chime in with the specifics.

Bug description:
  Canonical released Ubuntu 24.04 LTS on 25th April 2024
  https://ubuntu.com/blog/canonical-releases-ubuntu-24-04-noble-numbat

  However, if I run the command "/usr/bin/do-release-upgrade -c" with
  Ubuntu 22.04 LTs, the response says there is no new version.

  I think the problem is because the command "do-release-upgrade" checks
  the URL http://changelogs.ubuntu.com/meta-release-lts-development, and
  the information provided is about 22.04 version.

  When using curl, I can see the response header "last-modified" with
  value "Thu, 25 Apr 2024 17:11:11 GMT" the same date the new release
  was available.

  Maybe this information has not been updated with the information of
  the new release?
