This bug was fixed in the package cpio - 2.15+dfsg-1ubuntu3

cpio (2.15+dfsg-1ubuntu3) oracular; urgency=medium

  * Use compat level 13 (LP: #2069216).
    - Switch to use autoconf Debian Helper template.
    - Switch to use dh generated alternatives scripts.
    - Remove all manual installation steps from d/rules.

Bug description:
  cpio package does not respect any build flags because the package does
  not even use debhelper.

  We might want to modernize this package so it's easier to maintain.
