Public bug reported:

Installing Ubuntu Desktop 24.04.1 from scratch on a clean computer, when
I choose a user password with the swedish letter ä in the password, it
makes it impossible to log in later using that password, thus rendering
the whole installation unusable.

The letter ä was typed on a swedish keyboard with swedish keyboard
layout configured.
