Title:
During installation, using a swedish letter ä in the user password
makes it impossible to log in

Status in ubuntu-desktop-installer:
  New

Bug description:
Installing Ubuntu Desktop 24.04.1 from scratch on a clean computer,
when I choose a user password with the swedish letter ä in the
password, it makes it impossible to log in later using that password,
thus rendering the whole installation unusable.

The letter ä was typed on a swedish keyboard with swedish keyboard
  layout configured.
