Funny you should ask......
I started the Kubuntu machine I recently upgraded without removing kubuntu-settings-desktop on Sunday and it had the login screen "lockup" described by others. I just typed in the password, despite there being no flashing cursor, and it logged on but it wasn't ideal. This is far from a "production" machine, it is a very old laptop that I changed over to Kubuntu a couple of years ago to give it a little more life for my mother. I will look at it again next time I take the family over for Sunday dinner, earlier it my mum rings for "technical support", and try running "sudo apt full-upgrade" if there are still issues. Others online say that this fixes the login issue, I've not tried it. None of my machines have had a login issue, only the most recently upgraded old girl at my mother's. If I were dealing with important, production machines I would still remove kubuntu-settings-desktop first, run the update and then reinstall.
