You can run `sudo apt remove postgresql-9.5` prior to upgrading. We
don't remove old versions of postgres ourselves due to the risk of data
loss when upgrading to new versions so it should be an informed user-
driven process.

Status in ubuntu-release-upgrader package in Ubuntu:
  Invalid

Bug description:
  I am trying to upgrade my version of Ubuntu to 24.04 but it states
  that:

  The package 'postgresql-9.5' is marked for removal but it is in the
  removal deny list.

  I'm not sure how to allow postgresql 9.5 to be removed so that I can
  continue with my upgrade.
