Public bug reported:

When building a noble+ image with the pocket proposed enabled, it
appears packages are not fetch from proposed.

This may be due to recent changes in apt explicitly requiring "-t
<series>-proposed" to actually pull from proposed.

This may also be due to changes in apt pinning (priorities).

This issue went unnoticed in our tests. We need to devise a strategy to
add some more robust spread tests to detect this.
