[Bug 2108852] [NEW] Upgrade to plucky results in missing (box) characters

I upgraded to Plucky from Oracular on release day, before upgrades were
disabled, and have encountered missing/box characters in the terminal
view of the boot/shutdown screens since then.

I have included a screenshot of the issue.
