[Bug 2121560] [NEW] Wifi failing to work on questing daily

Public bug reported:
On the current questing dailies, Wifi is failing to operate on all Pi
boards with a 43455 (or similar) chip. Specifically, this is affecting
the 3+, 4B, and 5 (and variants thereof including compute modules). The
symptom appears to be that authentication is timing out, followed by a
pile of set chanspec warnings (but that's probably just LP: #2063365
still rearing its head).
I'm not sure if this is a firmware, kernel, or wpa_supplicant issue so
I'm going to mark this as affecting all three for now, and sort out
which is at fault later.
