Update:

On attempting to upgrade the 24.04.3 riscv64 VM to Plucky, got a
warning:

On Ubuntu 25.10 and later, RISC-V systems are required to support the 
RVA23U64 profile, but your system does not.

Presumably, this bug should be closed as invalid.
