you can examine the chroot contents by checking the manifest:
https://cdimage.ubuntu.com/ubuntu-base/daily/current/resolute-base-
riscv64.manifest
from there you can see gpgpv installed

gpgv 2.4.8-4ubuntu1
that should be all apt needs for verification of release files.

Bug description:
I downloaded wget http://cdimage.ubuntu.com/ubuntu-
base/daily/current/resolute-base-riscv64.tar.gz and followed the
testing instructions in
https://iso.qa.ubuntu.com/qatracker/milestones/476/builds/345675/testcases/1318/results
to mount dev dev/pts, proc, sys and entered the chroot
apt-get update fails with
W: OpenPGP signature verification failed: http://ports.ubuntu.com/ubuntu-ports resolute InRelease: Could not execute 'gpgv' to verify signature (is gnupg installed?)
E: The repository 'http://ports.ubuntu.com/ubuntu-ports resolute InRelease' is not signed.
dpkg -s gpg
dpkg-query: package 'gpg' is not installed and no information is available
