  ESM-Infra not enabled

Status in subiquity package in Ubuntu:
  Invalid
Status in ubuntu-advantage-tools package in Ubuntu:
  Invalid

Bug description:
  During the installation of the latest noble-live-server-riscv64.iso
  daily build I selected Ubuntu Pro activation.

  esm-apps was activated but not esm-infra.

  esm-infra        yes       disabled     Expanded Security Maintenance for Infrastructure
  landscape        yes       disabled     Management and administration tool for Ubuntu

  When enabling pro on a board manually both archives are enabled.

  My expectation is that subiquity should also enable both.
