cd-boot-images-riscv64 was also released, but since it mentioned an
incorrect bug in the changelog, this bug here wasn't updated. I'm
marking it as fix released manually.

Bug description:
  [Impact]
  There is a newer GRUB and U-Boot (for risc-v) in Noble than cd-boot-images-* contains.

  These intermediate packages were finally removed in plucky, but
  unfortunately this manual step will be required in >=Jammy and <Plucky
  going forward.

  [Test plan]
  Testing is done for the grub and u-boot uploads on their own, and we'll have ISO testing but only after it's released, so for proposed really no testing necessary, just check it builds and ends up with the right binaries.

  [Where problems could occur]
  Unlikely, the GRUB changes here are extremely minor, this is just to have the versions in sync.
