Title:
  Cannot install Ubuntu 16.04 when selecting Chinese language

Status in ubiquity package in Ubuntu:
  Won't Fix

Bug description:
  If select the "Chinese" (Neither Traditional or Simplified Chinese are
  working) when booting the Ubuntu 16.04 ISO, and follow the guide with
  all default settings, after the partitioning the disk, there will be
  an error stopped installation.

  The screenshot is attached.

  To help the Chinese on the screenshot, title said `Cannot install
  busybox-initramfs`, and the contents basically said "There was an
  error during install busybox-initramfs to the target system."

  The last part of the `syslog` are:
