  Screen reader is only working on  the frame an not the installer part

Status in ubiquity package in Ubuntu:

Bug description:
  STEPS:
  Grab the latest xenial image install it in bios mode and enable screen reader from the F5 menu

  It seems this is only the case if you select the screenreader from the
  f5 menu, if you wait for the ubiquity session to start and select
  screen reader from the indicator everything works as expected.

  EXPECTED:
  I expect lots of chatter from orca

  ACTUAL:
  I get Frame from the indicators when activated but nothing from the actual installer window itself

  Also the Password should I believe say star and not the letters you
  typ into the password field but that could be because it is only
  registering as key presses and not fields.

  Tested in kvm looking at it on hardware now
