[Impact]
- There is a newer GRUB in Noble than cd-boot-images-* contains.
+ There is a newer GRUB and U-Boot (for risc-v) in Noble than cd-boot-images-* contains.
These intermediate packages were finally removed in plucky, but
unfortunately this manual step will be required in >=Jammy and <Plucky
going forward.
[Test plan]
- Testing is done for the grub uploads on their own, and we'll have ISO testing but only after it's released, so for proposed really no testing necessary, just check it builds and ends up with the right binaries.
