Tormod, could you please try
sudo add-apt-repository ppa:nteodosio/update-manager
sudo apt install --verbose update-manager
The last command should report that version 24.04.81 is being installed.
If not, you can just try again later.
If this improves significantly the performance issue, I could make the
case for having a toggle to disable the Ubuntu Pro section for
unattached machines.

Bug description:
After upgrading update-manager from 1:24.04.9 to 1:24.04.12 today,
update-manager now takes more than 30 seconds to start up, with CPU
time of e.g. 47 seconds, before the main GUI is displayed. It is the
same when using the -no-update option, and whether there are packages
to be updated or not.
