Canonical company can work an development of GRUB and repair bug on GRUB.
GRUB need add fully support for F2FS and for LUKS2.
Can you please contact managers of Canonical form development of GRUB?
Not exist any barrier for GRUB development for Canonical!
Or you can set "systemd boot manager" as default.

Kubuntu is possible install on F2FS file system basd this guide but with limitation with partitions

It work correct only if you have this partition settings (3 partitions):
/boot/efi EFI partition with fat23 file system
/boot partition with ext4 file system
/ root partition with F2FS file system
Issue with GRUB will if you install this two partitions settings. Issue with GRUB install. With non-F2FS file system it works correct
/boot/efi EFI partition with fat23 file system
/ root partition with F2FS file system
