In 24.04 I installed software-properties-gtk from proposed, started
orca, the screen reader, clicked 'Add' in the "Other software" tab and
the screen reader started reading the dialogue window, namely by reading
its title followed by "Dialogue" and reading the labels in the window
(i.e. "Enter the complete APT line (...)", "The APT line includes
(...)", "APT line:"), so this is working as intended.

Bug description:
  [ Impact ]

   * When adding an apt source the dialog has no description from the
  screen reader

  [ Test Plan ]

  - activate the screenreader
  - select 'Other Software' tab
  - click on the 'Add...' button

  The screen reader should describe the dialog which opens

  [ Where problems could occur ]

   * The change adds a title to the dialog which should reflect in the
  titlebar and be spoken by the screen reader.

  [ Other Info ]

   * The fix introduces a new translatable string. We will get updated
  translations in Noble with the next language pack refresh but we don't
  do language pack updates for non LTS series so we are not going to
  upload the change to Oracular
