>From a quick look, I think this only needs fixing in noble, because for
newer releases, the oldest version of openssh that it will upgrade
*from* is that in noble. In that case, this migration path would not be
taken.

Bug description:
  Had a problem with upgrade regarding openssh-server (config). Somehow
  managed in recovery ssh session to unmask ssh.socket and could
  complete upgrade.
