Does it fail on actual ubuntu grub config as well?

You are not setting the (root) variable in your GRUB config which I
think is needed to derive the correct device path.

Bug description:
  The command chainloader /efi/Microsoft/Boot/bootmgfw.efi fails due to the PE image.
  The error log says: “error: malformed EFI Device Path node has length=0.”
