The root cause of this is because cloud-init is relying on a version
python3-defaults that is only in -updates, and not in -security. I will
do a no-change rebuild of python3-defaults into -security shortly.

Bug description:
  cloud-init 25.1.4-0ubuntu0~24.04.1 in noble sets `Breaks:
  python3-minimal (<< 3.12.3-0ubuntu2~)`

  However in the release pocket, python3-defaults last version is
  3.12.3-0ubuntu1 so currently in noble cloud-init cannot be installed
  in a system with only the security and release pockets defined

  plucky seems to also be affected.
