[Bug 2129047] [NEW] power Mode Performance ThinkPad x390 fan lower than with Balanced

Public bug reported:

When I compile a lot of code in Balanced mode the fan spins up 3384 RPM
the system gets a bit warm but totally normal. If I do the same in
Performance mode the fan only spins up to 2793 RPM and the system gets
really hot.

I would expect the fan going also to 3384 RPM or something like that. It
really is not that noisy...

Running Ubuntu 24.04.3 LTS on a ThinkPad X390 with an Intel® Core™
i5-8265U × 8
