Hey Ravi, you're right. The team wanted to do this work both as a way
to introduce backports to new folks, like myself, and to be a step ahead
of potential future requirements like backporting further to an LTS
release. But that doesn't mean the package should be in the actual
Plucky archive.
As of now, I do not plan to request this actually be uploaded.

Bug description:
We want to proactively backport more recent versions of rustc, and in
order to target Noble and earlier LTS releases, we first want to
backport 1.85 to Plucky.
