  Backport rustc-1.85 to Plucky

Status in rustc-1.85 package in Ubuntu:
  Won't Fix

Bug description:
  We want to proactively backport more recent versions of rustc, and in
  order to target Noble and earlier LTS releases, we first want to
  backport 1.85 to Plucky.

  For motiviation, note that there are already some Rust packages identified as being blocked by 1.85 support in this bug:
