Just going through old bugs; it appears this is resolved (on noble
onwards at least) by a dependency on ubuntu-pro-client (providing the
"pro" binary which software-properties-gtk now uses instead of the "ua"
binary). Closing as fix released (though I'm unsure precisely when, this
appears to work in devel and the current LTS).

Bug description:
  ./softwareproperties/gtk/utils.py relies on presence of ua command
  delivered by ubuntu-advantage-tools. This deb should probably express
  at least a Recommends on ubuntu-advantage-tools.
