Public bug reported:

We have two packages, ubuntu-x1e-settings and ubuntu-x13s-settings that
make qualcomm hardware work out of the box on Ubuntu. We include them in
the desktop seed in live-common and ship-live but they aren't included
in the server seeds yet.
