Approved - it's a bit risky but we did agree to revert as soon as we
suspect something goes wrong. Also the seed only touches arm64 so it's
not that big of a risk either (but not 0 either :)).

Let's see how this one goes. :)

Bug description:
  We have two packages, ubuntu-x1e-settings and ubuntu-x13s-settings
  that make qualcomm hardware work out of the box on Ubuntu. We include
  them in the desktop seed in live-common and ship-live but they aren't
  included in the server seeds yet.
