Title:
manifest files not exposed as LP artifacts

Status in livecd-rootfs package in Ubuntu:
  Fix Released

Bug description:
Probably since this MP [1], many livefs builds do not expose the
`.manifest` file anymore, which confuses `cdimage`.

  For example:
  kubuntu has a manifest: https://launchpad.net/~ubuntu-cdimage/+livefs/ubuntu/resolute/kubuntu/+build/938075
  lubuntu doesn't: https://launchpad.net/~ubuntu-cdimage/+livefs/ubuntu/resolute/lubuntu/+build/938221

It seems to be tied to layered or non-layered ISO taking different
  code paths.
