We found intel-microcode and amd64-microcode:

Recommends: initramfs-tools (>= 0.113~) | dracut (>= 044) | tiny-
initramfs

That needs to be changed to:

Recommends: dracut (>= 044) | initramfs-tools (>= 0.113~) | tiny-
initramfs

Bug description:
  Dracut is the new default initrd generator in Ubuntu (see #2121920 or
  https://discourse.ubuntu.com/t/spec-switch-to-dracut/54776 for
  example).

  So please change recommending "initramfs-tools | linux-initramfs-tool"
  to "dracut | linux-initramfs-tool".
