Status update. We've tried rebuilding xubuntu with the additional
livecdrootfs hook, the seeds update, but without the NEEDS_DRACUT quirk.
Needs_dracut shouldn't be required if seed depend on correct packages
and the recommends priorities are correct.

The resulting image builds but doesn't have dracut in any layers.
We(me+Ben) suspect the linux-generic -> *microcode (recommends) -> initramfs-tools in the boot layer are to blame for initramfs-tools still being on the shipped image. bdrung did push updates to microcode packages to that effect, after which we'll see if the deps are resolved correctly during image build.

  Some Ubuntu flavors started to fail to build livefs. For example
  Xubuntu: https://launchpad.net/~ubuntu-
  cdimage/+livefs/ubuntu/resolute/xubuntu/+build/929883

  It wants to install dracut and initramfs-tools, but only one is
  allowed.

  Current status:

  * ubuntu-desktop-minimal recommends dracut and NEEDS_DRACUT=yes (livefs builds successful, install uses dracut)
  * ubuntu-server-minimal depends cryptsetup recommends dracut, no NEEDS_DRACUT (livefs builds successful, install uses dracut)
  * lubuntu-desktop-minimal recommends dracut and NEEDS_DRACUT=yes (livefs builds successful)

  Desired initrd:

  * Ubuntu desktop: dracut
  * Ubuntu server: dracut
  * Lubuntu: dracut (according to Aaron Rainbolt)
