Marking as a duplicate of bug #2084610, the oldest Confirmed bug for
this upgrader failure. All reports of these two bugs share the same
package version (ubuntu-release-upgrader-core 1:22.04.20) and the same
error string. the unique trigger here is dead noobslab/themes PPA
visible in the log, plus heavy third-party installs (brave, teamviewer,
cairo-dock, firefox .deb) but the code paths are the same

  It doesn't update but stops at the above mentioned and when trying to
  delete "update-manager", the file is on the delete ban(?) list,
  meaning you can't delete files during the update.
