Turns out there are several changes that are needed for dracut
compatibility (including getting dracut installed in the first place
during upgrade -- see LP: #2148475).

Following on from LP: #2148508 (ensuring wlan0 is consistently named),
because systemd is now running within the initrd, the network interfaces
bounce between names (e.g. eth0 becomes end0, on some Pis, then becomes
eth0 again). We also need some dracut config to pull the systemd network
link units into the initrd, which I'm going to include in this bug
because it's all dracut-related config.
