This bug was fixed in the package ubuntu-raspi-settings - 26.04.2

ubuntu-raspi-settings (26.04.2) resolute; urgency=medium

  * raspi-zswap.conf: Removed as it is no longer required under kernel version
    7 (both modules are now compiled in)
  * 10-raspi-net.conf: Added to ensure network interfaces do not flip-flop
    between names during and after initrd (LP: #2131686)

Bug description:
  ubuntu-raspi-settings-desktop ships `/usr/share/initramfs-
  tools/modules.d/raspi-zswap.conf`. Please port that to Dracut.
