Please run:

  gsettings set org.gnome.desktop.a11y.applications screen-reader-
enabled false

and log in again.

If the problem keeps happening after that then run:

  gsettings get org.gnome.desktop.a11y.applications screen-reader-
enabled

to check the new value. We need to know if the setting is being enabled
or the reader is somehow running without being enabled.

  screen reader turned on after startup

Status in gnome-shell package in Ubuntu:
  Incomplete

Bug description:
  After starting up my computer, the screen reader from the
  accessibility settings is seemed to work even though it is disabled.
  However, I can fix it after enabling the screen reader and disabling
  again, it gets turned off again. But it is annoying to see the screen
  reader turned on even though it is not enabled after each startup.

  Also, my background does not load, it is completely black. But that's
  another issue.
