I'm not quite sure how you've got to a situation where, on 26.04, flash-
kernel is installed, but piboot-try isn't, but it may be an issue in
ubuntu-release-upgrader (if you took the upgrade route).
At any rate, that's the root cause of the issue here. To fix this, first
try:
$ sudo apt install piboot-try
This *should* offer to remove flash-kernel, which is correct, because
piboot-try "provides" the flash-kernel interface instead at this point.
Could you elaborate a bit further on how you "installed" 26.04? Was this
a fresh install, or an upgrade, and if the latter, how was it performed?
With do-release-upgrade, or another method?

Bug description:
I have a Raspberry Pi 4 Model B device and yesterday I installed
Ubuntu 26.04 on it. initramfs-tools and flash-kernel packages fail to
install (more accurately, they did get installed, but failed at
configure step), reporting my device is not recognized. I rolled it
back to my original Ubuntu 24.04 so I can no longer run commands to
collect detailed information.
By digging into it, the flash-kernel package on Ubuntu 26.04 doesn't
ship with the latest database, while Ubuntu 24.04 does.
The file in question is /usr/share/flash-kernel/db/all.db, on Ubuntu
24.04 it does contain devices Raspberry Pi 4B; on Ubuntu 26.04, it is
still the old version.
Please update the package on Ubuntu 26.04 otherwise I can't run
update-initramfs properly to add LVM support in the initrd.img (I put
the rootfs in LVM, and everything works fine for Ubuntu 24.04).
